Stricter Immigration Laws Take Effect in Louisiana

New Criminal Offenses for Public Employees

Political analyst Ed Chervenak, a political science professor at the University of New Orleans, asserts that this legislation serves as a strong warning to local leaders who might seek to circumvent or obstruct federal immigration enforcement.
“This is like a direct message to public officials: don’t interfere or you might find yourself in handcuffs,” Chervenak explains. Verification of Immigration Status for Benefits
In addition to penalizing public employees, another law will require state and local agencies to verify citizenship or immigration status before granting benefits such as unemployment aid or food stamps. Here, we see states taking the lead from the federal government instead of the reverse,” he observes.

Nearly a dozen local law enforcement agencies have entered into 287(g) agreements, which allow them to assist ICE with immigration enforcement actions. Brian Acuna, acting director of ICE’s New Orleans field office, emphasizes that the agency can conduct both broad and targeted arrests. He remarks, “If we’re doing a targeted enforcement action and looking to arrest someone, it could be because of their immigration status or due to public safety concerns.”

One recent arrest that has sparked considerable backlash from the Lakeview community in New Orleans exemplifies the contentious atmosphere surrounding these new laws. Mandonna Kashanian, a 64-year-old Iranian immigrant, was apprehended by ICE while picking figs in her yard. Her family describes her as an integral part of the community, raising concerns about the impact of these immigration policies on longtime residents.
Kashanian legally entered the United States in 1978 but overstayed her visa. Her family claims she had applied for asylum multiple times and had been granted a stay of deportation more than two decades ago, consistently reporting to immigration authorities. “The climate in this country has changed everybody’s perspective,” her husband, Russell Milne, stated, pointing to the broader implications of the recent legislative measures.

A recent Pew Research Center poll reveals that 50% of Americans support the deployment of state resources for deportation efforts, while 49% oppose such actions.
