The landscape of international travel is constantly evolving, and recent announcements from the US Department of Homeland Security (DHS) have stirred considerable discussion regarding Romania’s status in the Visa Waiver Program (VWP). In a significant policy shift, it has been confirmed that Romania is no longer eligible for the VWP, a decision linked to previous administration policies and framed within the broader context of national security concerns.

Tricia McLaughlin, the Assistant Secretary of the US Department of Homeland Security, stated that this action is grounded in the necessity to maintain high standards for the VWP. In her statement, she reinforced the current administration’s commitment to border security, indicating that the decision was made following consultations with other key officials, including the Secretary of State. “Maintaining the Visa Waiver Program’s high standards is essential to our national security,” she emphasized, underscoring the tension between travel facilitation and immigration enforcement.

“Maintaining the Visa Waiver Program’s high standards is essential to our national security. In light of this Administration’s focus on border and immigration security, the Secretary of Homeland Security has decided, in consultation with the Secretary of State, to rescind Romania’s VWP designation effective immediately.”

This abrupt withdrawal from the program highlights the government’s intent to uphold the integrity of the VWP while simultaneously enforcing stricter migration measures. Despite the current status, DHS has noted the possibility that Romania could qualify for the VWP in the future if it meets the established eligibility criteria set forth under prior administrations.

Romania’s Journey to Visa Waiver Status

Achieving eligibility for the US Visa Waiver Program has been a tedious process for Romania. To qualify, candidates must comply with specific standards, chief among them being a visa rejection rate of less than three percent. Alongside Bulgaria and Cyprus, Romania has worked diligently to meet these requirements, with visa rejection rates being a critical hurdle. As recently reported, Romania’s rejection rates stood at 8.79 percent in 2023 but are believed to have dropped below the critical threshold by 2024.

“We are waiting for a confirmation from the American partners in the next period, but our assessment, based on the number of visa applications this year, as well as the strong downward trend in recent years, is that Romania has dropped below the three percent rejection rate.”

Andrei Maruru, Romanian Ambassador to the US

Despite Romania’s progress in addressing visa rejection rates, this hard-earned achievement was overlooked when the Trump administration revoked the country’s eligibility last March. This decision was viewed with disappointment in Romania, where hopes for increased travel accessibility were dampened.

Policy Shifts Under the Biden Administration

In a twist of fate, the Biden administration initially articulated a commitment to easing travel restrictions for Romanians. In a gesture of goodwill, it was announced that Romanians would be granted visa-free travel to the US starting in January 2025, pending the completion of several administrative processes. This announcement reignited hopes for many Romanians eager to travel to the US without the bureaucratic hurdles of visa applications.

“Today is a big day, a day we have been waiting for a long, long time: as of today, Romania formally meets all the technical conditions to be part of the Visa Waiver program.”

Ambassador Maruru

However, in a surprising move earlier this year, the US authorities paused the admission process for Romania, creating uncertainty around future travel plans and intensifying discussions about international relations and immigration policy.

This complex and evolving narrative exemplifies the tension between national security and fostering global ties through accessible travel. As Romania navigates the shifting sands of its relationship with the US regarding the Visa Waiver Program, the journey remains fraught with challenges and opportunities, highlighting the dynamic nature of international policy and the implications for everyday citizens.
